The building of the winter club of the Baku Public Assembly was built at the corner of Samed Vurgun (formerly Krasnovodskaya) and Uzeyir Gadzhibekov (former Birzhevaya) streets. The building was built in 1890 at the expense of businessman Musa Nagiyev. The author of the project is the German architect Johann Wilhelm Edel (1863 - 14.02.1932). Currently the House of Officers.
